It was 74 AD, when Emperor Vespasian granted Malacca the Lex Flavia, under the concession of this sovereign’s ‘ius latii’ or Latin right to all Hispania in a generality. Official documents were recorded on metal surfaces, which were displayed in a prominent location in public buildings, the aim was for all citizens to know these laws. The bronze boards of the Lex Flavia Malacitana, found in 1851 in the Malaga neighborhood of El Ejido, are proof of this custom. The discovery of the Lex Flavia Malacitana, and next to it that of Salpensa (Utrera) was the first global find of Roman municipal laws.
